timeouts for HTTP connections

We do not currently specify a timeout for our HTTP-based client-to-server communication, i.e. here. This means if the server connection dies for some reason, the client process may hang. We should probably add a timeout parameter and perhaps even a sensible default (or at least a way for users of the argo_client API to specify default timeout(s) as desired).
