Check for existing install of RML/Harmony during setup guide

During the setup guide, it could check for existing installs of RML/Harmony, maybe additionally prompting if they aren't up to date at this point. Avoids a possible point of confusion for mod users who already have them setup.

Additional suggestion would be to have the 'found / freshly installed' versions change the button visual to not be just disabled.
