How Screen rotation is handled in scrcpy especially for android >= 14

Hey I am new to this all this android stuff so excuse if my question is wrong or very obvious. I wanted to know does scrcpy resets encoder every time the rotation is performed. By reset I mean , does it recreates the encoder with different configurations each time rotation is performed ? Additionally was any there any issue reported recently where rotating a device would lead to capture screen distortion like this
