Mark donations in GIV-a-palooza as QF-eligible for projects and chains added after the round start date. #4773

On the last day of the round, we added Stellar as a QF eligible chain.

If donations were made to qf-eligible projects during the round dates before we officially added Stellar as qf-eligible chain, we want them to be marked as part of the QF round.
Similarly, some projects were added to the qf round after it already started, and we want to make sure their early donations are counted, as long as they were after the round start date
