When we archive a user with application and other user in system have 0 capacity, then the application are getting unassigned from the archived user but the pool remains same.
eg - if application are in in_eval pool and user is archived, those application stay in the in_eval pool only

Expected behavior -
The application should go back to eval_pool or rev_pool if other users don't have capacity .
