Initialize React UI library application

This application will be responsible for creating reusable components for the entire project.
Among other things, the following tasks will make this issue complete:

• Add tailwidcss to UI Library #35
• setup rollup for UI library app. #36
• add dev dependecies - firebase #37
• setup library publishing pipiline #38
• UI library - add storybook #40
