[ILMS] Push Metrics to a Central Dashboard

Is your feature request related to a problem? Please describe.
Currently, all logging is done via the Firebase Function logs, which are a pain to sort through to find errors, and it doesn't give a sense of how well the application is performing.

Describe the solution you'd like
Ideally, the Internal Logging and Metrics System would push logs to a central dashboard like AWS Cloudwatch or GCP Logging, so that a central monitoring dashboard could be created and examined to see system health and performance at a glance.
