wrong undo/redo and arrows in top bar for RTL languages #2371

Describe the bug
the undo/redo icons are reversed
icons should look like image below, the arrow at the right undo and the arrow at left redo.
the moving direction arrows for cursor icons should be reversed and functionality changed as the direction of writing is changed for RTL.
To Reproduce
- set keyboard to Arabic
- open the top bar
