Describe the bug

To enable authentication using an OIDC provider with 2fa enabled, and simultaneously allow machine accounts to be supported, Horreum must be able to support a mixed authentication model (oidc & jpa).

In order to facilitate this, we need to;

• Define HORREUM_SYSTEM user on JPAIdentityProvider database connection #1701
• Provide the ability for Team managers to manage (create/delete/modify passwords) machine accounts via the UI/api #1702

We need to review this model when we fix:

• Implement OAuth 2.0 workflows for authorize 3rd party application integrating with Horreum #782
