[Feature] Refactor Network Workload Module #47

Summary

Currently, the network workload code has many todos scattered across itself, many of which probe the idea of generalization. We should create a general workloads module so we can easily register and expand the workloads we'd like to support.

Impact

Significant refactoring of the existing Network workload. Functionality will remain the same but it will be much more scalable. Some APIs will change -- but none for client facing, just internal.
