Improve adherence to walltime limit

• Consider adding an option for checking the walltime limit every N objective evaluations. Or just check after every call. For very simple objectives, checking the current time may be more costly than evaluating the objective, but do we really care about those?
• Track the average objective evaluation cost and stop already if the next call would likely exceed the budget.
