Semantic Scholar can return 'Internal Server Error' when API queried

When trying to run the update.rb script today I get an error because the BART package returns 'Internal Server Error' when queried in the Semantic Scholar API ( https://api.semanticscholar.org/v1/paper/10.1002/mrm.24751 ). If this persists or recurs then update.rb needs to be updated to be able to handle this case.

If the issue was resolved by retrying the same API call, then we could wrap the API call in ubdate.rb with a begin-rescue-retry block.

It was not resolved by retrying the same API call consecutively - I had to wait a few days and then it worked again...
