Fix too early transition to "running" simulation state

Description

When simulation is not started yet, user can interact with inputs and cause error "No active simulation"

Steps to Reproduce

1. Create circuit with inputs
2. Start simulation
3. Interact with inputs immediately

Expected Behavior

Simulate state is "waiting" until simulation is started

Actual Behavior

Simulate state is "running" before actual simulation

Severity

• Low (minor inconvenience or workaround available)
• Medium (noticeable impact but not blocking)
• High (blocks development or critical functionality)
