Is there a point having tplsets in core?

I think we can do everything what we can do with tplsets by editing theme. And with theme inheritance it's possible do create new themes based on old themes.

Because tplsets use database and template generating must check if there was no changes there icms loses speed, I think maybe it would be a good idea to remove it.

What do you think?

One place where tplsets requirement is real - it's custom blocks. Probably moving template source from tplsets table to blocks table we could remove tplsets from core.
