Maybe implement Collateral Router contract

Collateral Router contract will have routing table with defined hops and paths for collateral routing.
- Collateral Location (aka Designation)
- Collateral Hop (aka Bridge)
- Collateral Route

**TBD** Find out what does it mean to route collateral in this new system. Where is collateral deposited in the first place, and how do we route it.
