Add section for Jupyter notebooks on IODA resources page. #207
Description
On the IODA resources page [1] add a separate subsection for jupyter notebooks.
Maybe a good title would be "Data Exploration Notebooks"? I'm concerned that just "Notebooks" might be too vague for non-technical users.
Notebooks to include (maybe there are others?):
- Exporting IODA data to CSV: link
- Obtaining and Analyzing IODA alert data: link
- Destination Unreachable (Sigcomm '23) paper comparing outages and shutdowns: link
