Tourist consumption in SUA and FBS

In both SUA (SCL) and FBS, there is a utilization account of Tourist consumption. However, the data is somewhat sporadic, not available for all regions/ commodities.

They are currently aggregated into food, which may lead to very large calorie supply in some small regions (e.g., UAE).

We will revisit this.
