Add testing to every package before major bump

Before we do another round of major bumps, I'd like to ensure every repo has testing.

The minimum coverage I'd like is 80% per package, but I understand that's arbitrary. However, it should serve as a decent goal and starting point, with the ideal being 99-100%.
