release: create v1.0.0 git tag and GitHub Release

Summary

The project has no releases yet. A v1.0.0 tag and GitHub Release are needed for external consumers to reference the action.

Scope (SRP)

This issue covers only the git tag and GitHub Release creation. CHANGELOG update is handled separately (#203). Major version tag (v1) is handled in a separate issue (#206).

Acceptance Criteria

• Git tag v1.0.0 created on latest main commit
• Tag pushed to remote
• GitHub Release created with title "v1.0.0"
• Release notes populated from CHANGELOG.md [1.0.0] section
• Release marked as "Latest release"

• docs: update CHANGELOG.md [Unreleased] to [1.0.0] with release date #203 (CHANGELOG.md update — must be completed first so release notes are accurate)
