Update packages

There are a bunch of packages that should get updated.
Maybe some places it's time to reconsider certain approaches, etc.
Move to biome-js instead of eslint / prettier.
It's time to improve what we have. To then continue. Refactor now, to avoid more needed refactoring later.

moving to biome doesn't really appear to work yet for svelte files, but might work for the other libs

been doing the svelte 5 migration, actually hope / think it's finished now, so that's one thing ticketed off the list

since then had to do still resolve some issues, but nothing major thus far
