The kube-network-manager code assumes that it can use a pod spec label (default: "uses") to a the name or a list of name of services used by the pod. The list uses JSON encoding.
The kube-apiserver however doesn't allow label values to use symbols other than the alphanumeric characters (plus "-_.").
