Assignment of existing ships launch a construction anyway

In the fleet panel, if I assign 20 ships and my hangar has this quantity available, it will purchase more ships at the shipyard nonetheless.

To reproduce

• Start a long enough ship production
• Create a fleet
• Assign more ships than you currently have, but less than you will have after production

Excpected outcome

The current building queue is used

Current outcome

A new building queue is created

I need someone to tell if this my description is correct, because this is the only way I can make a ship queue while having enough ships.
