This issue is to track tasks related to the November 2021 spec release.

• Merge any last-minute fixes
• Tag the spec sources - https://github.com/KhronosGroup/OpenCL-Docs/releases/tag/v3.0.10
• Build the specs and create an OpenCL-Registry PR to publish them - OpenCL 3.0 Specifications v3.0.10 OpenCL-Registry#111
• Build the reference pages and create an OpenCL-Registry PR to publish them - update the OpenCL reference pages for v3.0.10 OpenCL-Registry#112
• Add extension headers to OpenCL-Headers
  • Add provisional command-buffer extension OpenCL-Headers#182
• Update OpenCL C++ bindings - no updates planned for this release
• Update OpenCL-SDK submodules - bump external submodules OpenCL-SDK#38
