As this is a plugin for eclipse you obviously need a version of eclipse:

You can either download this version of eclipse
or if you already have an installation of eclipse you need to install Xtext

To install the actual plugin you need to perform the following steps:

Download the zip of the plugin here
help -> Install New Software
click Add -> Name: "SQF" -> Location: ThePathOfTheDownloadedZip
Keep on clicking Next and agree that you want to install software from an unsigned source
Restart eclipse
