[Arcs] Commonwealth ambition return timing and what happens if it becomes removed by populist demands crisis

Does the marker always go back to the fate card at the end of each scoring step/end of act? Or does it only return if the assigned ambition scores??

If the latter this can become problematic if the ambition becomes "undeclared" by the Populist Demands Crisis or if declared but no ambition markers are placed in the case of being declared by the Founder turned Conspirator?

As a workaround for a Commonwealth Ambition that gets revoked by Populist Demand crisis, should the Founder be able to declare and place the marker again?

Must May also the founder turned Conspirator place the commonwealth ambition on an ambition declared as a conspiracy
