I found that under the Core Config there is a Users List. Mine show 0 users (the first created shouldn't appear?) and I don't seem to be able to create a new one as I get an error on the form "Permission Denied: You don't have permission to manage user"
I ran lodestone via docker and am accessing via webapp.
Is this feature not implemented yet? I also couldn't find any docs about it.

I don't know about a way to make someone an admin specifically. but you can click on the cogwheel > General and disable safe mode so that you have the permissions. Next go to Users and choose what users you want to edit and press on the name of the user you want to edit. From there you can add permissions to the user.
