[improvements] Add config options #26
Description
Add configs options for:
- minutes for happy-hour start and end
- TO cooldown in minutes for happy-hour and default behavior (resp. 5 and 60 by default)
Note
Point 1 would allow for improved testing of #25 (esp. for scenarios 2 and 3)
- Update logics to test if in happy-hours (might be in multiple data.py functions)
- Un-hard-code the cooldown timedelta constants
