Allow blocking user #991
Description
Blocking user would allow to prevent compromised account from performing any operation.
Moreover blocking would be the only way to precent oidc users from logging in, since deleting their account would not prevent a new login.
MUST
- allow to block users from ui
- allow to unblock users from ui
- blocked users should not be able to login nor perform any operation
SHOULD
- inform user that deleting an oidc account would not prevent user to log in again (custom rights would be lost though)
