When Phoenix supports NVHPC>=23.5 or so, add debug builds to the CI for GPU build. Note that CPU debug build is not working with new NVHPC versions for some reason, but I think it's fine to just not support that so I killed it with #238 #237

Update - PACE Phoenix should have an updated NVHPC by end of 2023.

Update - PACE Phoenix does not have an updated NVHPC by end of 2023. Forecasted for Jan or Feb 24.

Now we are waiting for them to add NVHPC24.1. They are still having bugs.
