Add Iberpix and IOGN #12

A request to add support for Iberpix and IOGN.
Iberpix is Spanish

- Just using network tools, the URL seems to be like http://www.ign.es/wmts/mapa-raster?layer=MTN&style=default&tilematrixset=GoogleMapsCompatible&Service=WMTS&Request=GetTile&Version=1.0.0&Format=image%2Fjpeg&TileMatrix=16&TileCol=32236&TileRow=24536
IOGN is French:

- Seems like you need an API key. So this would be some work to implement.
- https://geoservices.ign.fr/documentation/
I think I don't have the time and motivation to implement this; but someone else could if they wished.
