Brief description
After git migration, the NGARCH work of stochastic physics optimisation for CPU and GPU needs to be transferred to git to be merged to main . Previous trac ticket is ticket:543.

The stochastic physics kernels are all in the PSyKAI layout after being re-written for LFRic.
All kernels are to be tested to see if they can be parallelised without results being changed. Then they will be offloaded to GPU for acceleration or parallelized with OpenMP on CPU. Performance runs are to be conducted to evaluate the parallelization.
