Can't get Zoom limit removal on Red Alert 3

Any idea why the zoom is still restricted on RA3? I have an ultrawide screen and using it on Windows 11 Update: Works only in Windowed mode

In-game functions of SMT are not available. The overlay and skirmish config are also gone.
