Databricks workspace deployment in constant state of "deploy" and only one region has available capacity

I am testing the Gen AI labs (but since this is a resource deployment issue, I imagine its more widespread across all labs)>

When I run the resource deployment script - the region it is constantly selecting is centralus due to insufficient capacity across several other regions:

I have tried using the region parameter during the deployment but eastus and others are included in insufficient capacity

This may be unrelated, but also posting a warning message provided that references a November update

Once centralus is selected (and after running the script multiple times, its the only region that it allows so far) I wait for the workspace to complete deployment, to no success. The first time I waited 30 minutes, attempted to delete and could not. The second time I waited 20 minutes to no success and could not delete either.
