Horribly extended round-end time

Information

This bug is as long as time itself, following us since almost the very beginning of TG monke rebase, we should solve it sometime

The time it takes for the actual round-end timer to begin depends on the population, the more people = bigger timer
This is a monkestation only thing, maybe its related to round-end monkecoins but im not sure.

Reproduction:

1. make the round end
2. the discord message is delayed by 5-120 seconds
3. the round-end timer only starts after 5-120 seconds

its related to monkecoin distribution as we need to give users metacoins which are db stored, not much i can really do currently that isn't laggy
