Reproduction:

My IPC character got hungry and when I tried to charge I just kept getting 'You plug into the APC, but nothing happens! It seems you don't have a cell to charge!', admin online at the time said my variables showed nothing wrong. Later on, it apparently came back by itself and I was able to charge normally. Baffling?? (round 6768 for reference)
