I'm not aware if this issue also applies to other airports, but HKJK has two different CFL depending on whether to route is domestic or international: FL180/FL190 for international and FL110/FL100 domestic, so it can be quite tedious for controllers to manually set the domestic climbs.
Describe the solution you'd like
The ideal solution would be both to create an ICAO filter and optional airspace filters in the routings.json file
Describe alternatives you've considered
The plugin should support an arrICAOs field in the routings.json file to allow the plugin to apply different CFLs for those spefic arrival ICAOs in the flight plan. Alternatively, we can also support a way to set a domestic climb by just taking the first two letters of the ICAO for that data so that for HKJK it would apply the data to departures with an arrival ICAO starting with HK for instance.
