Single fan in fan group ignoring PWM Inputs - Config issue?

Hi,
Just updated my software from a very archaic version to the current latest beta and I'm having issues with a single fan.

I have gone through the docs and updated the required configuration areas, such as colours requiring a LedColorProvider now, but a single fan refuses to come down in RPM.

RPM reports:

As you can see, port 3 refuses to come down.
I have done some testing and found that if i were to set the first fan curve to be 100% [30,100] to force all fans to be a higher RPM, all fans including Port 3 will go to around 1600RPM. but it refuses to go any lower than 1550.

Has anyone else had this issue, or if another set of eyes can see an issue in my config that would be great.

This turned out to be a hardware issue with one of the usb fan controllers.
