Add syntax to force CI to rebuild

If there have been no changes to the head and no new commits since the last CI run, the CI system detects this and will not retest There are good reasons to do this. For example if you add a "test with" cluase.

Add a feature to the CI to allow the requestor to force a CI run even if the CI system would normally decide that it is unnecessary.
