To support SurfaceSteps in TrkAna

For some reason the tag v3_03_00 is not showing properly in the list of tags and releases. The tag was on the merge commit for PR 32.
I hand edited the "What's Changed" to reflect this. The corresponding release has not tag name but it's clear from the comments that it is.

Duplicate of v1_1_0.

This tag duplicates v1_1_0. In the future the plan is to use the format vxx_yy_zz, ie two digit fields with leading zeros, so that alphabetic sort matches numerical sort.
