Describe the Task

As a necessary step, release notes should be written to accompany the I-WRF v0.1 release once that is ready. While one person is assigned this task to be primarily responsible for it, contributions of course may be needed from multiple people to compile the release notes. Writing up release notes for this initial version of I-WRF may well take more time than release notes for subsequent releases.
