Rationale: newcomers may be somehow rewarded for their first steps so they won't be completely dominated by OGs
Thoughts:

Any monetary rewards should be predictable in terms of budget planning (we can't guarantee a prize of X for Y points)
Some projects may sponsor specifically newcomers ("first X contributors who earn at least Y points would be rewarded")
If the monetary reward for a set of PRs is less than an average salary (adjusted by the time spent) there should be no motivation for potential system abuse
