What new functionality do you need?

@AliS-Noaa will work on optimizing the ww3_outp routine which is currently used in wave point post jobs. This will be inspired by work described here: NOAA-EMC/WW3#1304 The underlying ww3 work is being tracked here: NOAA-EMC/WW3#876

What are the requirements for the new functionality?

Optimized wave post point jobs for v17 that do not stress the filesystem and use less overall resources.

Acceptance Criteria

Point post jobs should produce the exact same output but more efficiently.

Follow work done here: NOAA-EMC/WW3#1304

The ww3_outp is modified to create point outputs for bull_tar, cbull_tar and spec in more efficient way in the following branch:
