PlantLoop object order can lead to water-to-water heat pump (WWHP) being missed as a heat recovery unit #10968

Issue overview

WWHP heat recovery units should not add to the size of the plant (i.e., it is considered a pass-through component). There are times when the order of the PlantLoop objects can miss the fact that the WWHP is a heat recovery unit and increase the plant water flow rate unnecessarily.

The defect file, a file created from example file PlantLoopHeatPump_EIR_LargeOffice-2-AWHP-AuxBoiler-Pri-Sec-4PipeBeam, has a WWHP heat recovery unit and shows the plant loop flow rate as:

Component Sizing Information, PlantLoop, COOLSYS1, Maximum Loop Flow Rate [m3/s], 0.73264

While the original example file has a plant loop flow rate of:

Component Sizing Information, PlantLoop, COOLSYS1, Maximum Loop Flow Rate [m3/s], 0.20312
