Generate test cases for non-ascii character sets. Predominantly focus on Japanese, German and Chinese in the short term

@macumber tests have been added at test/character_sets. Speaking with Edwin, it seems like Mark Adams has done some work with character sets in E+ so he may be of some help. Not sure.
