Optimizer ingest callback

Create a Bluesky callback that waits for stop documents, evaluates the acquired data, and ingests it into the optimizer.

An example use-case for this would be for running a plan that could be optimized, but the user wants to run it manually to start. After trying a few things, they want to see what the optimizer would suggest to do next.
