AFAIK GitHub does not notify anyone (including anyone listed as a reviewer) when a PR's status is changed from draft to ready (or when you click the ready to go checkbox in the PR template). I presume someone has written an action for notifying people when this happens. This issue is for coming up with a solution, either by finding such an action, stringing a couple actions together, or writing our own action.
