Feature idea: make a dashboard that's usable without AMT

The current dashboard home screen is useful even for experiments that don't use AMT. However, currently, the dashboard won't launch without valid AMT credentials. One workaround is to give it valid credentials even if not planning to use AMT, but that's kind of tacky. Instead, guarded routes could be created that handle AMT-creds-present conditions.
