Add collection of RMP/LMPs

Overview

We would like to add the collection of RMP/LMP resource inventory to COMPASS. The following categories are of interest:

• Current conditions of Natural resources: water (surface and groundwater, wetlands), soils/geology, minerals & energy resources & potential
• ​Recreation & tourism​
• Management goals & objectives: allowable activities, conservation, agriculture, forestry, development​
• Preferred management approach for each resource​
• Alternative strategies (e.g., conservation-focused, development-focused, mixed-use)​
• Zoning or area-specific prescriptions (e.g., “no surface occupancy”)​
• Descriptions of allowed, restricted, or prohibited (e.g. mining) uses​
• Monitoring and Adaptive Management: frequency, indicators of success, how to revise plans​
• How the implementation will be monitored (might have water monitoring)​
• Metrics to measure success or degradation​
• Triggers or processes for revising the plan (adaptive management)​
• Legal & regulatory: permits required, jurisdictional overlaps, water rights​
• Maps & supporting documents: vegetation, infrastructure, soil, hydrology reports​
• Stakeholder engagement: local communities, public input process, roles and responsibilities​

Notes

This task does not perfectly align with local ordinances, so some of the steps below may have to be adjust and/or skipped entirely
