Add ordinance extraction for Transmission Lines #264
Description
Add decision trees for Transmission Line ordinances as well as a parser class to run those graphs on the Transmission Line ordinance text. The following data should be extracted:
- Setbacks for placing transmission lines in utility corridors and ROWs:
- Structures
- Occupied Dwellings or Residential Buildings
- Property Lines
- Roads or freeways
- Heliports and Airport Runways
- Ordinary High Water Mark (OHWM)
- Railroads
- Definition / voltage threshold to qualify as a "transmission line"
- Prohibited or Limited-Use Districts: Zoned rural, residential, commercial, light industrial, or agricultural. Includes irrigated farmland, ranch land.
- Excluded lands: historic sites, critical species habitats, wetlands, floodplains, residences, hospitals, schools, daycare centers, institutions of higher education.
- Noise Limits
- Electric Fields Strength at Property Line
- Maximum Height
- Lighting
- Fencing
- Color Requirements
- Vegetation Protection or Landscaping Requirements
- Fire Prevention or Fire Protection
- Traffic Disruption
- Identification or Signage ("Danger", "No Trespassing",etc.)
- Conditional Use or Special Use Permit Requirement
- Bond Requirement
- Decommissioning or Remediation Requirements
- Compliance with Federal Aviation Administration and local approvals near airports
