VRF fluid control heating: when supplemental coil is off, heating coil heating rate doesn’t match terminal coil heating rate

Issue overview

When one VRF serves one conditioned zone with one terminal unit, if the supplemental heating coil is turned off, then we would expect the "Heating Coil Heating Rate" and the "Zone VRF Air Terminal Total Heating Rate". However, we observed some mismatches between these two quantities as is shown in the following diagram.
